Lessons learned

Replacing care infrastructure with cash transfers without controls or co-responsibility can destroy installed capacity, put mothers' employment at risk and leave children unprotected. CONEVAL showed positive impacts; the programme was repealed on 28-Feb-2019; the CNDH issued Recommendation 29/2019 (204 complaints, at least 5,340 people affected). Any transition from one care model to another must preserve the quality signal and the existing network of caregivers.
