Description

In 1996 the Kerala State Planning Board launched the People's Plan Campaign, transferring about 35-40% of the state plan's development budget to 1,214 local governments (panchayats and municipalities). Citizens identify needs and prioritize projects in gram sabhas and development seminars with trained facilitators: the most ambitious exercise in decentralized participatory planning and budgeting in the subcontinent.
