Lessons learned

The programme ended in 2010; a 2013 evaluation (AIDS Care) found that most CBCO households remained severely food insecure at closure and that secondary school completion stayed low across all groups, concluding that a low-cost caregiver savings and loan model on its own was insufficient. Lesson: caregiver SLAs alone may not move the deeper wellbeing outcomes; OVC care programmes need baseline/longitudinal measurement and to combine economic strengthening with services.
