Planeación Local y Presupuesto Participativo de Medellín (PLyPP)

Institutionalized process through which the citizens of Medellín's 16 comunas and 5 corregimientos plan the development of their territory and decide, through an annual vote, the allocation of 5% of the municipality's discretionary investment budget.

01 The context

It operates in four phases (planning, prioritization, execution, monitoring). Legal basis: Acuerdo 043 of 2007, Acuerdo 028 of 2017 and Decreto 0473 of 2024. In 2024 the vote (16-24 Nov) allocated close to 439.000 million pesos for 2025 projects.
