SWaCH Pune (Solid Waste Collection and Handling cooperative)Cooperative owned by self-employed informal waste pickers in Pune, Maharashtra. Emerging from the KKPKP union (founded 1993), SWaCH began as a pilot in 2005 and was formally registered as a workers' cooperative in 2008 to institutionalize door-to-door collection. It provides collection and at-source segregation under contract with the Pune Municipal Corporation. Recovered materials are reintegrated into recycling chains, formalizing waste pickers as service providers with wages, protective equipment and an occupational identity. It is the largest waste picker-led cooperative in the world.Pune participatory budgeting (My City, My Money)Started in 2006 by the Pune Municipal Corporation with Janwani and the Centre for Environment Education, it allowed residents to propose neighborhood projects for the municipal budget. After an initial phase with public prioritization meetings and direct voting, the deliberative assemblies ceased after 2008 and the mechanism degraded into an online consultative form, with low participation (600 proposals in 2012-13 for a city of 3.5 million) and exclusion of marginalized neighborhoods (13% of the PB budget in 2013-14).
