Description

Participatory budgeting model of Makueni County that takes budget deliberation below the ward level: village, village cluster, sub-ward and ward. It was born in response to the elite capture of the 2014/15 cycle. It combines mass civic education (990 interlocutors trained since 2013), deliberative forums by thematic groups, preferential voting, technical appraisal by economists and sector officers, and project management committees. It involves about 135,000 people (15% of the population) per fiscal cycle.
