Makueni County Participatory Budgeting FrameworkParticipatory budgeting model of Makueni County that takes budget deliberation below the ward level: village, village cluster, sub-ward and ward. It was born in response to the elite capture of the 2014/15 cycle. It combines mass civic education (990 interlocutors trained since 2013), deliberative forums by thematic groups, preferential voting, technical appraisal by economists and sector officers, and project management committees. It involves about 135,000 people (15% of the population) per fiscal cycle.West Pokot County Participatory Budget HearingsParticipatory budgeting of West Pokot County that brings deliberation down to the sub-location level (222 sub-locations), especially for remote and marginalized communities. It uses open public forums, preferential voting and consensus, selection of delegates for ward-level validation, and feedback mechanisms on implementation. The first phase (2016) gathered more than 11,500 participants; women's participation grew from 2,257 (2014/15) to 10,173 (2016/17).
