Jatropha curcas (piñón) biofuels project in Chiapas

State-level productive reconversion program that between 2007 and 2012 promoted the cultivation of Jatropha curcas (piñón) among thousands of Chiapas smallholder farmers to produce biodiesel, with extraction and biodiesel plants in Cintalapa and Tapachula (Puerto Chiapas) and service stations.

01 The context

In 2009 about 3,000 producers from 166 localities in 16 municipalities took part. The project failed: producers received poor-quality and late seed, germination was 0-40% in 79% of the cases, there was institutional instability (four government agencies within months), insufficient technical advice and delayed subsidies. Most of the decapitalized producers abandoned the plantations; the biodiesel plants were left abandoned (Cintalapa and Puerto Chiapas were dismantled around 2020).

04 Lessons learned

A documented failure with clear causes: (1) poor-quality seed delivered outside the rainy season, with 0-40% germination; (2) institutional instability, four government agencies within a few months; (3) only 43 technicians for 23 municipalities, insufficient advisory support; (4) incomplete information for farmers about yields, prices and buyers; (5) insufficient, delayed or withheld credit and subsidies (ProArbol); (6) project launched before a validated technology package existed for Jatropha, without prior pilots or soil studies. The authors' conclusion: biodiesel does not thrive without adequate research, advisory and financing support.
