In 2009 about 3,000 producers from 166 localities in 16 municipalities took part. The project failed: producers received poor-quality and late seed, germination was 0-40% in 79% of the cases, there was institutional instability (four government agencies within months), insufficient technical advice and delayed subsidies. Most of the decapitalized producers abandoned the plantations; the biodiesel plants were left abandoned (Cintalapa and Puerto Chiapas were dismantled around 2020).● Discontinued· scale subnational
