01 The context

It uses open public forums, preferential voting and consensus, selection of delegates for ward-level validation, and feedback mechanisms on implementation. The first phase (2016) gathered more than 11,500 participants; women's participation grew from 2,257 (2014/15) to 10,173 (2016/17).
