National program created by CONPES 3063 (1999) and operating since 2000: it collects and refurbishes donated equipment, delivers it to public school campuses and trains teachers in the pedagogical use of ICT.

01 The context
Subject of one of the most cited edtech RCTs in the world (Barrera-Osorio and Linden 2009): equipment provision alone had little effect on learning due to lack of pedagogical integration, a finding that redirected the emphasis toward teacher training. In 2025-2026 it was relaunched as Tecnologías para Aprender, with innovation labs and a focus on AI.
